Roseburg Disposal to Roll Out 10,000+ New Recycling Carts Starting in April
New wheeled carts and updated recycling guidance will help customers recycle more; service begins the week of May 4.
Roseburg, Ore. – April 2026 – Roseburg Disposal will begin rolling out more than 10,000 new recycling carts to customers in April. Each cart will be delivered with a packet of information, including the Recycling Guide and other program details.
The new carts have wheels for easy maneuvering and attached lids to help keep recyclables dry. Recycling will be collected every other week; a collection calendar is included in the packet. Customers can begin setting out their new cart for collection starting the week of May 4 on their regular pick-up day.
The rollout is supported by Oregon’s Extended Producer Responsibility (EPR) program for packaging and paper, which requires producers to help fund improvements to the state’s recycling system. Circular Action Alliance Oregon (CAA), the nonprofit producer responsibility organization implementing the program, provided nearly $2 million to Roseburg Disposal for new recycling carts, containers and two new recycling trucks.
“These new carts and updated information will make it easier for customers to recycle more at home,” said Dori John, owner of Roseburg Disposal. “Please review the Recycling Guide in your packet, follow the set-out calendar, and place recyclables empty, dry, and loose in the cart to help keep materials clean and collections running smoothly.”
“Oregon is the first state to implement an extended producer responsibility (EPR) law for packaging and paper, which intends to make significant improvements to recycling and help the state meet its recycling goals,” says Kim Holmes, executive director of CAA Oregon. “The work done by communities as a result of the Recycling Modernization Act will create a modernized system that shares the cost to fund recycling programs, supports innovation and makes recycling easier and more effective for Oregonians.”

Recycling cart guidelines
Accepted in the cart: cardboard and cartons; paper; specific plastics; and metal.
All items must be empty and dry and placed loose in the cart - no bagged recyclables.
Glass: accepted for drop-off at Douglas County Transfer Sites but not collected curbside.
